Importance: A scaled up Kyoto treaty would give huge fairness payments, even to China. Such payments are likely needed but only smaller ones will be acceptable.
Main Ideas:
Fairness payments for Global Carbon Pricing are zero for the average emitter.
China has world-average per-capita emissions.
Countries with higher emissions would pay countries with lower emissions.
