Importance: Even Canada breaks it's Kyoto agreement. A costly international agreement will fail with out enforcement. It must be designed in from the start.
• A nation that collects too little carbon revenue is fined. An over-achiever rewarded.
• The fines and rewards is set to balance.
• Fines are enforced with international trade laws.
