Importance: China has said they will make a binding commitment. Committing to a global carbon pricing gets around their objections to a binding cap.
Main Ideas:
All countries much commit to the same global carbon price P.
Each country must collect revenue R = E x P, where E = there emissions.
Revenue can be collected with a tax, an untax or cap and trade.
